How does the health check work?

The driver’s health certificate is issued based on the results of a medical examination.
During the visit:
  • a blood test is done,
  • vision is checked,
  • blood pressure is measured, and
  • other legally required procedures are performed.

Before your appointment, you must fill in a health declaration. This can be done through the patient portal terviseportaal.ee. Health checks and driver’s certificates are issued by licensed healthcare providers, including family doctors. Liikluslab Tervis OÜ clinic holds operating license No. L07248 (fields: specialist care and occupational health).

Your state of health must allow you to drive a motor vehicle, which is why road traffic law requires every driver to have a valid health certificate. Even if you are just going to a driver school, you must have a valid health certificate, otherwise the driving school will not be able to admit you to the drivers' training course.

You need a health certificate to drive a motor vehicle. There are two types of certificates - a Group I certificate and a Group II certificate.

Regular drivers must have a Group I certificate and professional drivers must have a Group II certificate.

Group I: categories AM, A, A1, A2, B, BE, T

Group II: categories C, C1, CE, C1E, D, D1; driving school teachers, taxi drivers.

NOTE: If you have a category B and D driving licence, you will need two health certificates with different periods of validity (see the next point).

A Group I certificate is valid for 10 years and a Group II certificate is valid for 5 years.

In any case, if you are over 65 years of age, you need to undergo a health check every five years. In other words, regardless of the group, your certificate will be valid for five years.

Before the health check, you fill in a health declaration in which you answer questions about your health and lifestyle. You then undergo a health check, where the doctor controls whether you are fit to drive. The doctor proceeds from the requirements set out in Government Decree No. 80.

NOTE: Passing a health check does not guarantee a health certificate. If your health does not meet the requirements mentioned above, the doctor will refuse to issue the certificate and may refer you to a specialist-doctor or for additional tests

It is a legal requirement. You must fill in a health declaration at terviseportaal.ee so that the doctor has an overview of your health before you go for a health check. The declaration will ask you to answer questions that the doctor would ask anyway, and this will shorten the visit. The questions will be about your lifestyle, working conditions, allergies, medications you take, etc.

Please be note that if an under-age person is going to take health check, his/her health declaration can be filled in only by his/her parent or guardian.

After registering for the health check via Tervisetõend.ee, we will send you instructions and a video explaining how to fill in the declaration.

NOTE: The health declaration is valid for 30 days from the signing date; if the health check takes place later, you will need to fill in and sign the health declaration again.

If you have passed a health check before and you are not sure whether your health certificate is still valid, you can check it at terviseportaal.ee.

Please note that if you have a group I health certificate and you want to study for category C, CE or D, you will have to undergo a new (more comprehensive) health check and obtain a group II certificate.

If you have a valid group I health certificate and want to study for category AM, A, A1, A2, BE or T, there is no need to undergo a health check again because you already have a suitable health certificate (see „What kind of health certificate do I need?“).
